Hongkong being a completely fortified area it will be necessary to apply the rules laid down from time to time by the Admiralty and the War Office for safe-guarding
the defences and vulnerable points.
At present there is no question of an aerodrome for aeroplanes. It is obvious that Article 4 cannot at present
be made applicable to aeroplanes. As regards seaplanes the
present regulations leave scope for the alighting of ses-
planes referred to in the Article. Although seaplanes
could not slight within the harbour limite se shewn in
8993 of 9th March, 1920 (Forwarded in Governor'a confiden-;
tial despatch of the 6th August, 1920) such places as
Deep Weter Bay and Repulse Bay are available.
This again at present applies only to seaplanes.
Under present conditions only Military and Naval planea
can land within the seaplane limits (see 8993 of 9.3.20).
Unless seaplane aerodrome are established outside these
limits the paragraph does not apply. If and when, however,
public aerodromes are arranged outside the seaplane limits, say st, Repulse or Taipo the conditions of Article 25
would be easily applicable.
Considerable care will be required in applying
this Article to any flying machine which may form part of
a Volunteer Organisation in Hongkong or adjacent ports.
Items (a), (b), and (c) will present some difficul-
ties as regarde Hongkong. It would appeer that consider-
able expense will be involved in sub-paragraph (a).
